More than 2,000 protesters are surrounding the State House in a protest called "Circle of Hope." They are holding glow sticks to protest $24 million in cuts that might leave people with development disabilities homeless or without rides to their programs.

Organizers had expected 3,000 in an event that was to last until 8 p.m., and as of early evening people were still pouring in.

The protestors included people with autism, cerebral palsy and other developmental disabilities, along with their family, friends and caregivers, most wearing neon lemon-lime green T-shirts that said "Keep the Promise" or "Stop the Cuts."

Some held signs with the same message and one sign said, "I vote." Another sign said, "Keep my services. I am worth it." Pam McFarland, 24, of West Warwick, wrote: "RI's motto is HOPE! Where's ours?"
